    Senator Paulumbo moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. For House Bill 4030--A BILL to amend and reenact §50-3-2a of said code, all relating to court costs imposed by and failure to appear or otherwise respond in magistrate courts; prioritizing the partial payment of costs, fines, fees, forfeitures, restitution, penalties or other costs imposed in a magistrate court in civil and criminal matters; and requiring magistrate courts to wait at least ninety days from the date of any failure to appear or otherwise respond before notifying the Division of Motor Vehicles of such failure.
